Scotland unveils new target of 50% renewable power by 2015
Scotland is accelerating its clean-energy ambitions with a new target of meeting 50% of its power demand from renewable sources by 2015.

Salmond says Scots will stick to onshore wind support plans
The new interim goal reflects Scotland's faster-than-expected progress towards its flagship target of 100% renewable power supply by 2020, and is "ambitious, but also achievable", claims First Minister Alex Salmond.
The announcement follows statistics from the UK Department of Energy and Climate Change (DECC) showing that Scotland met 35% of its electricity demand from renewables in 2011, already exceeding the previous interim target of 31%, says the Scottish government.
The government says the 50% goal - part of a revamped national "Renewables Routemap" - is based on capacity which is operational, under construction or consented.
Announcing the higher 2015 target at RenewableUK's conference in Glasgow, Salmond says: "Today, Scotland is producing almost 14GWh, or 35% of its electricity consumption, and we can announce a new interim target of 50% of electricity from renewables by 2015.
"The target is ambitious but achievable. It is based on projects already consented. It doesn't depend on any new consents, although I can assure you will there will be more consents."
Salmond adds: "When I became First Minister in 2007, I inherited a target for 50% of Scotland's electricity to be produced by renewable sources by 2020. We now know that we can achieve much more than that, more quickly."
Salmond has made support for renewables a cornerstone of his Scottish National Party government's agenda, and the 100% by 2020 target is one of its highest-profile policies as he prepares for a vote on independence from the rest of the UK in 2014.
He says the new 2015 target "sets the stage" for reaching the end-of-decade goal.
"Everything that the Scottish Government does - our long-term targets and our significant financial support for developing renewables - is designed to maximise those advantages, and to encourage jobs and investment," the First Minister says.
"In total, 11,000 people are now employed in the renewable energy sector. That number will grow still further. We have estimated that offshore wind alone could support up to 28,000 direct jobs by 2020."

New York vil have mere offhore.

New York State in 2013 to study possible offshore wind sites
A task force created by New York Governor Andrew Cuomo is recommending that the state's research and development arm work with other agencies to further study potential offshore sites for wind energy development.
"Offshore wind development in New York is best achieved by completing resource characterization, technical assessments, and policy and economic analysis for broad-scale, market-based development and delivery of this resource," says a 116-page plan for adding up to 3.2GW of new electric generation and transmission capacity in the state.
It calls for the New York State Energy Research and Development Authority (NYSERDA) to initiate the offshore studies this year and complete them by 31 December 2013.
Cuomo's interagency Energy Highway Task Force directs NYSERDA to work with state departments and electric utilities, US Energy and Interior Departments, and private developers to "establish appropriate environmental and other research study protocols, and initiate site assessment and other relevant research activities" for offshore wind.
It also instructs NYSERDA to look at policy and cost recovery mechanisms that could support development offshore.
The agency is also proceeding separately with a comprehensive study of the potential economic and environmental effects of developing offshore wind. The outcome of this study will help to define the nature of the supports needed for projects to advance.
Once understood, the state can then begin to evaluate which successful policy and regulatory mechanism may facilitate development, the plan states. These could include possible targeted renewable portfolio standard support, as well as new financing models or supply purchase options as circumstances may warrant.
The plan notes that two previous attempts to jump-start the sector did not lead to projects being developed largely due to the high cost of development compared to other alternatives.
It says the long Island Power Authority's Jones Beach project was "very expensive and perceived to be intrusive for the shoreline. New York Power Authority's project targeted at the Great Lakes suffered from "inadequate site and resource information along with premature issuances of a competitive solicitation" to developers, it adds.
The plan notes that neither of those projects had a plan for recovering the substantial above-market price subsidy required to develop offshore wind.
At present, private developer Deepwater Wind has proposed two utility-scale projects in federal waters off long Island. NYPA and other partners have put forward a 350MW project off the Rockaways in Queens.
The plan also lists other actions designed to meet its proposed capacity addition:
*Invest $1bn for 1000 MW of new electric transmission capacity
*Initiate $250m in new renewable energy projects, leveraging $425m in private investment and creating 270MW of new power
*Modernize and repower existing inefficient, high Emission plants to create 750MW of power, enabled by approximately $1.5bn investment.
*Generate 1,200GW of additional capacity through approximately $1bn investment to help meet reliability needs to address retiring power plants across the state.
*Accelerate $1.3bn of investment in existing transmission and distribution projects to enhance reliability, improve safety, reduce cost to customers and reduce emissions.
*Invest $250m to develop Smart Grid technologies and create the most advanced energy management control center in the country. END

Bare sådan for at ingen glemmer Tallene.
