Yesterday during trading hours, QFUEL announced that it has signed the previously disclosed MoU. It also disclosed the partners which are Dubal Holding (100% owned by Dubai Investment Corp, the 10th largest sovereign wealth fund in the world with USD ~270bn in assets) and Enoc Oil (oil company 100% owned by the Gov. of Dubai). -
It also stated that Saipem would be its EPC partner on these plants. The United Arab Emirates has announced a net zero ambition (2050) and has plans to develop a 1.9mtpa waste-to-energy project to be commissioned by 2024. As we understand it, QFUELs contribution would be one or more P-t-L (Plastic-to-Liquid) plants within this project.

Hence, the timeline could be similar. While this is only a MoU, we understand that it has started to mature plans including investing areas to establish the plants. The partners look very financially robust with high ambitions and hence appears to be a credible growth arena in a new market for QFUEL. On our current assumption, a typical 100.000 tpa P-t-L plant is worth NOK 10-11 per share (51% share) , but the ownership structure in Dubai may differ from this. (ABG)
